Labor Battalions as a Work Force in the Struggle of the Ottoman Empire Against Locust Plague

Grasshopper infestation was a frequent event in different regions in the history of the Ottoman Empire. Various measures were taken to combat the locust plague, which was considered one of the biological disasters. One of the biggest problems faced by the Ottoman administration, which prepared Locust Laws to cope with this plague that caused the destruction of grain and led to famine, was the workforce to be used in the struggle. Various lines of employment were used in the fight against locusts. The first of these was the inhabitants of the infested areas. While the inhabitants of the infested areas participated in the locust culling, additional labor was required for other areas. The labor battalions constituted the labor force that was employed in order to eliminate the locust infestation in places where the people were insufficient in the struggle or where there were no settlements. During the First World War, the battalions of workers used in the fight against locusts. This study is important in terms of revealing the place of labor battalions in the fight against the locust plague. In the methodology of the study, the Ottoman archive documents related to the Locust Laws, which are among the legal regulations prepared for the management of the locust plague, and reinforced labor battalions as well as how these units were assigned were examined. Since the majority of the labor battalions consisted of men who were not mobilized, the study was temporally limited to the period of World War I.
